Deline Community Plan and Zoning Bylaw draft

Using Google's open source and commercial software to prepare low budget Community Plans and Zoning Bylaws. We collaboratively explore alternative land use solutions, all prepared, modified and presented using Google SketchUp and Google Earth. With a computer projector and a gymnasium wall, I immersed participants in a visual exploration of their community interactively. 

 

DEHCHO INTERIM LAND USE PLAN

Responsible for providing Land Use Planning Services to the Dehcho Land Use Planning Committee, including the establishment and implementation of procedures for the development/ revision of a land use plan. This included the development of a communications strategy in dealing with First Nations and governments. Helped the Committee prepare issue papers, briefs, reports, and presented planning updates and delivery supporting planning workshops.

  • HAMLET OF TULITA COMMUNITY PLAN UPDATE

Worked closely with the Hamlet of Tulita to review and update its Community Plan. Two local planning assistants helped to compile a comprehensive summary of the community which helped guide the updated plan. The planning program is designed to maximize the use of local people and the local knowledge that is often not documented. The process includes a community survey, public meetings, and interest group liaison. The team is also preparing a summary of issues, opportunities and constraints that will affect the physical and socio-economic development of Tulita.

  • TOWN OF INUVIK COMMUNITY PLAN AND ZONING BY-LAW

Coordinated the input of 80 community organizations and stakeholder groups in the update of Inuvik’s Community Plan and Zoning By-law. The plan included the involvement of the Gwich’in and Inuvialuit First Nations. The revised plan was truly the effort of a dedicated team including our client community. With numerous stakeholder and interest groups, innovative and creative consultative methods were used to foster consensus building and issues resolution. The Plan has set the stage for increased community economic and social development. It introduced four new zones and set out a plan of action for future projects that would take the plan from paper to action.

  • TOWN OF INUVIK BOUNDARY STUDY

The Town of Inuvik is bounded by the Gwich’in and Inuvialuit land claims. Louie identified errors in the Town boundary during the course of the Community Planning Project. Through consultations with MACA and the municipality and the affected land claim organization and fixed deficiencies and updated the legal status of Inuvik’s Town Boundary. As a result the Town boundary and associated revenue base was augmented.

  • TOWN OF INUVIK LANDS MANAGEMENT

Louie worked with the Town of Inuvik working to fix outstanding lands issue that involved encroachment and the closure of a street and the rezoning of a parcel of land.  

  • HAMLET OF RAE-EDZO COMMUNITY PLAN AND ZONING BY-LAW

Completed the first combined Community Plan and Zoning By-law for two discrete communities forming the Dogrib-Nation Capital. The plans involve extensive public consultation including a new land use selection methodology, and a successful community survey. This combined Plan and Zoning By-law was the recipient of the “MACA Community Beautiful Award” and is serving as the model for community based regulatory and planning documents in the Western Arctic.

INUVIK REGION, AS-AND-WHEN COMMUNITY PLANNING, SUBDIVISION DESIGN AND ENGINEERING SERVICES

Provided Inuvik region’s eight community’s conceptual, preliminary, and final plans of subdivision. Services provided include; terrain analysis, background community research, planning and technical presentation material, and the coordination of planning, engineering, and community consultation activities.

BAFFIN REGiON, AS-AND-WHEN PLANNING AND SUBDIVISION DESIGN SERVICES

Delivered professional planning, engineering and technical assistance to the Baffin region. These services support the development of community plans, land use plans, and subdivisions for the regions fourteen communities. Activities include background analysis including maps and reports, conceptual development plans, supporting graphic and technical presentation material, preliminary development plans, final development plans including; subdivision designs, community plans and land use plans.

FORT SMITH REGION - AS-AND-WHEN PLANNING, SUBDIVISION DES1GN SERVICES

Worked very closely with the six Dene communities in the region is providing plans for the development of these communities based on the philosophy of community development and empowerment. Activities include the preparation of subdivision plans, community consultation programs, community plan preparation, professional and technical engineering support services, and technical drafting.

TOWN OF HAY RIVER, SOUTHERN EXPANSION AREA, PHASE III, SUBDIVISION DESIGN

Managed and designed a multi-phased residential expansion area in the Town of Hay River. The subdivision is complete and occupied. The project was successful and the lots are selling well.

TOWN OF HAY RIVER, FIVE-YEAR REVIEW OF GENERAL PLAN & ZONING BYLAWS

Louie Azzolini provided technical and professional planning assistance in the review and update of Hay Rivers General Plan and Zoning Bylaws, including extensive public consultation and planning committee involvement.

TOWN OF HAY RIVER, “AS-AND-WHEN” PLANNING SERVICES

Louie provided professional General Plan and Zoning bylaw planning services including development application reviews, General Plan amendments, Zoning Bylaw amendments, Interpretations, development permit reviews, variance applications and Development Appeal Board submissions.

RANKIN INLET COMMUNITY PLAN AND ZONING BY-LAW

Louie was retained to assist in the completion of the Rankin Inlet Community Plan and Zoning By-law. Rankin Inlet is the capital of the Keewatin Region and the focus of increased mineral exploration and associated community development. As the Regional Centre the pressures for growth required the development of a future oriented plan and zoning by law that respected the creation of Nunavut and the various values and lifestyles evident in a community as diverse as Rankin Inlet.

ARVIAT COMMUNITY PLAN AND ZONING BY-LAW

Louie Azzolini was retained to update the Plan and Zoning By-law and to formulate a streamlined Community Plan and Zoning By-law. The consultation process included significant community involvement, including a public meeting attended by well over 120 people.

HAMLET OF RAE-EDZO AIRPORT SITE IDENTIFICATION STUDY

Found a site for Rae-Edzo’s new airport by combining the bio-physical research, community consultation and geo technical investigation to determine alternative locations for the Rae-Edzo Airport. This regional scale exercise involved the acquisition of diverse information and the preparation and interpretation of a synthesized base map.

HAMLET OF RAE-EDZO AIRPORT DEVELOPMENT INFORMATION OVERVIEW

Helped Rae-Edzo certify its airport so that it could handle the appropriate critical aircraft. The study was intended as a ‘hands-on” easy to read document.

RAE-EDZO RECREATION SURVEY

Provided technical and professional assistance in the analysis of a community wide recreation survey.

LUTSEL’ KE LAND USE PLAN

Louie Azzolini working in association with Mr. Petr Cizek prepared the north’s first integrated traditional knowledge Land Use Plan. The planning process incorporates both “western” and traditional methods of information collection, analysis and consultation. When completed, it will become the first land use plan to have incorporated traditional knowledge as required under existing G.N.W.T. legislation.

HAMLET OF GJOA HAVEN: COMMUNITY PLAN AND ZONING BY-LAW UPDATE

Working closely with the community of Gjoa Haven helped the community update its Community Plan and Zoning By-law. The project involves a training component and extensive community consultations and facilitation in a cross-cultural and multi-lingual environment.

HAY RIVER DENE RESERVE #1 SUSTAINABLE DEVELOPMENT LAND USE PLAN

Facilitated a tri-partite management agreement including the Hay River Dene Band, the Department of Indian and Inuit Affairs, and the Government of the Northwest Territories in the preparation of a Sustainable Development Plan. This is the first such agreement in the Northwest Territories and innovatively integrates community planning and the sustainable management of the Reserves natural resources. The innovative co-operative approach to planning on Reserves is prototype for future planning initiatives throughout Canada.

FORT PROVIDENCE COMMUNITY PLAN

Integrating diverse community and land claim interests the Louie Azzolini developed a Community Plan that coordinates Dene, Métis, Hamlet and Government of the Northwest Territories interests. The Community Plan is expected to guide the development of the community for the next 20 years.

TUKTOYAKTUK SHORELINE EROSION STUDY

Helped to prepare a shoreline protection study and mitigation options including the partial and total relocation of affected land use areas. The potentially contentious nature of this assignment involves the integration of engineering methodologies and planning practices in the formulation of planning and engineering options.

PLANNING AND LANDS ADMINISTRATION, TRAINING PROGRAM, ANSWER BOOK

Provided a series of five answer books for local government, planning, lands, and survey training initiatives throughout the Northwest Territories. Using the notion that communication is the key to active, participatory decision-making Louie effectively completed this assignment clearly demonstrating our proven abilities to communicate complex ideas simply clearly and effectively.

NUNAVUT ARCTIC COLLEGE - LANDS ADMINISTRATION II STUDENT, INSTRUCTOR AND ANSWER MANUALS

Prepared land training and educational materials for Nunavut Arctic College. The instructional material is primarily for use of Community Councils and their administrative staff. The training module is designed to encourage self-directed learning and provides opportunities for collective or group learning. Respecting the new responsibilities community councils will have with the creation of Nunavut the training module is sensitive and adapted to the unique needs of our northern communities and user clients.

TS’ UEH NDA BAND DEVELOPMENT SCHEME

Assisted the Ts’Ueh Nda Band acquire additional community land. This was achieved by preparing a development scheme, which includes lands within the existing municipal boundaries.
